Application Deadlines
For undergraduate applicants the fall first-year Early Action Application Due Date is November 1 and the Regular Action Application Due Date is December 1. For fall transfer students the Application Due Date is February 1. The spring Application Due Date for both first-year and transfer students is October 1.
Applying to Rutgers by our fall early action date does not restrict students from applying to other colleges or universities, and Rutgers early action decisions are not binding. Required credentials are due within two weeks of the Application Due Date. Students may apply after due dates have passed. However, students who apply after the due dates or whose files remain incomplete after due dates for credentials submission have passed will be withdrawn from admissions consideration if their school(s) of application meet enrollment goals before University Undergraduate Admissions reviews their applications.
For graduate applicants the deadlines vary by program. Visit the index of graduate programs for more information for each program.

Student Demographics
Rutgers attracts students from every state and more than 125 countries. Our Newark campus is ranked as #1 nationally in ethnic diversity by U.S. News and World Report. The overall student body is 47% male and 53% female, with over 50% of students self-identifying as non-Caucasian.
ESL Program and Support Services
Rutgers offers the Program in American Language Studies (PALS), which provides superior English language instruction to non-native English speakers for academic, professional, business, and social/acculturation purposes. The program provides full-time and part-time English language and cultural instruction at eight proficiency levels (ranging from beginners to advanced). The courses are designed to prepare students for entering higher education or for taking on responsibilities as professionals and community members. The intensive program also serves visiting scholars and exchange students who need additional skills in English for their personal or professional use. With its holistic approach to teaching language and culture, the PALS model is becoming the gold standard of English-language instruction. More information can be found at pals.rutgers.edu.
Student Housing Options
There are dozens of residences and living options across Rutgers’ three locations. They include traditional residence halls, special interest sections, living-learning communities, the Douglass Residential College for women, cooperative living houses, on-campus suites and apartments and off-campus housing.
Admission Requirements for First Year Applicants
Applicants must complete the undergraduate admissions application and pay the application fee. Applicants are required to submit SAT or ACT scores if they are currently enrolled in high school or will have graduated from high school less than two years ago and will not have at least 12 college credits completed by the application due date. All scores must be sent directly from the testing agency to Rutgers
An English proficiency examination (Test of English as a Foreign Language [TOEFL], International English Language Testing System [IELTS], the Michigan English Language Assessment Battery [MELAB], or the Pearson Test of Academic English [PTE]) is required of all students whose secondary schooling has been in a country where English is not the principal language. All scores must be submitted directly to us from the testing service.
Current secondary/high school students attending international or domestic education systems are required to self-report their courses, grades, grade point averages and rank in-class with Rutgers’ free standing online form: the Self-Reported Academic Record (SRAR). You do not need to provide an interim transcript prior to graduation. Official documents are required for admitted students to enroll.
Students who have already completed secondary/high school must submit an official high school/secondary school transcript with all courses and final grades or an official copy of your finishing certificate, e.g. O-Level, CXC, IGCSE. See academic records for more information.
Admission Requirements for Transfer Applicants
Applicants must complete the undergraduate admissions application and pay the application fee. All students are required to submit a high school transcript, which must include all courses and final grades earned from grade 9 through graduation or leaving and should certify any diplomas that were earned. Official college transcripts are required from each college you have attended and must include all courses attempted and grades earned through the application due date.
If you are currently enrolled in college, a list of courses in progress is also required. You are not required to submit official SAT or ACT scores if you graduated from high school two or more years prior to the date you intend to begin classes at Rutgers or you have finished secondary school and have subsequently completed 12+ college credits with final course grade available by the application due date.
Students who have achieved a grade of B or better in a college-level English Composition course at an accredited US college (not a foreign affiliate) are exempt from the English language proficiency requirement. English courses that are designated ESL, non-native, or which require a special support component, as well as courses taken outside the US, are not acceptable. Please also note that Rutgers University does not accept correspondence or online courses.
Students on student visas pay the out-of-state tuition rate. Immigrants who are permanent residents may be eligible to pay in-state tuition if they satisfy New Jersey Tuition Eligibility. The cost of a year at Rutgers for all students depends upon a number of variables, including the college you chose to attend, the meal plan you select and where you choose to live. The information below indicates the approximate cost of a year at Rutgers for undergraduate international students.
- Tuition: $28,036
- Room and Board: $13,450
- General Fees: $3,077
- Total (approximate): $44,563
Students on student (F-1) visas will incur at minimum additional expenses for the following: Rutgers SEVIS administration fee (SAF) of $250.00; annual medical insurance and health services fee(s); books and supplies each semester; travel to and from the U.S.; and other costs of living. The figure above is a conservative estimate of what one might spend for laundry, recreation, medical care, and other personal items. This figure does not include travel to and from the U.S. Students should bring adequate funds to cover living expenses during vacations. Sponsors must certify their financial resources on the International Student Financial Statement in the amount of $51,000 to cover all first-year educational and living expenses.
More information on graduate tuition, fees and funding can be found here.
Admission Requirements for Graduate Applicants
For most programs a complete application consists of an online form, the application fee, two official transcripts, three letters of recommendation, a personal statement and required current test results. All requirements and details are specific for each program.
Visa Categories Offered

You are an international student if you are currently studying in the United States on a student visa (F-1 or J-1) in high school, college or an English language program or you intend to enter the United States with a student (F-1 or J-1) visa. The I-20 is a Certificate of Eligibility for Nonimmigrant Student Status for those who wish to study in the U.S. The I-20 form must be taken to the American embassy or consulate when you apply for a visa. It is imperative that you submit all required documentation for I-20 issuance. More information on applying as an undergraduate international student can be found here. Specific information regarding applying as an international student for graduate study can be found here.
Financial Assistance Available
For undergraduate applicants, government regulations require students who will hold a student (F-1) visa to prove to the university that they will be financially supported for the entire time they indeed to be enrolled and for this purpose must submit the International Student Financial Statement (ISFS). The ISFS gives us information about you and your sponsor and the sponsor’s willingness to be responsible for your educational and living expenses. Financial aid is available to citizens and permanent residents of the United States.
